You could not sell or restructure for tourist use, the already huge existing building and maintaining the unused land? Who are the other 500 for second homes? Albeit at low prices as you will to sell and who will buy? In the current economic crisis seem out of melon so who built them, because the tourists buy. Most will remain unsold.
